Born in Catania, 13 September 1967. He graduated in Law at the «Tor Vergata» University in Rome, 26 March 1992. He entered the diplomatic service on 23 September 1996 and attended the professional training course at the Diplomatic Institute, 23 September 1996 – 22 June 1997.
